City Council Meeting Recap

The following is a recap of the City Council meeting on Tuesday, September 20, 2022. The Yorba Linda City Council:

  • Recognized Pop Warner Football and Cheer. 
  • Recognized September as Hunger Action Month. 
  • Received Law Enforcement Services Update by Chief of Police Services Captain Joses Walehwa. 
  • Approved Amendment No. 3 to the Maintenance Service Agreement (No. 21220061) with Merchants Landscaping Services, Inc., for the Landscape Maintenance Within Landscape Maintenance Assessment District – Hidden Hills, in an amount of $447,679 and authorized the City Manager to sign and approve a future contract renewal for FY2023/2024 including authorized annual Consumer Price Index increases, provided for within the original agreements. The City Council also authorized the City Manager’s change order approval authority to execute contract modifications and increases in an aggregate amount not to exceed 15% of the Fiscal Year 2022/2023 amount ($89,061), for a total potential annual agreement amount not-to-exceed $682,801 and approved an appropriation of $89,061 from the LMAD Fund with a corresponding increase to the LMAD Miscellaneous Maintenance Services Operating Budget under account (2010350-432950). 
  • Approved Amendment No. 3 to the Maintenance Service Agreement (No. 21220063) with Merchants Landscaping Services, Inc., for the Landscape Maintenance Within Landscape Maintenance Assessment District – San Antonio, in an amount of $486,415 and authorized the City Manager to sign and approve a future contract renewal for FY2023/2024 including authorized annual Consumer Price Index increases, provided for within the original agreements. The City Council also and authorized the City Manager’s change order approval authority to execute contract modifications and increases in an aggregate amount not to exceed 15% of the Fiscal Year 2022/2023 amount ($96,767), for a total potential annual agreement amount not-to-exceed $741,879 and approved an appropriation of $96,767 from the LMAD Fund with a corresponding increase to the LMAD Miscellaneous Maintenance Services Operating Budget under account (2010350-432950). 
  • Approved the demolition permit request for 5382 Highland Avenue. 
  • Approved an amendment to the DMC Document and Microfilm Conversion Co. contract in the amount of $42,000.00 for additional document scanning services and authorized the City Manager to extend the term of the contract for an additional year until June 30, 2023. 
  • Adopted Resolution No. 2022-5822, approving and adopting an amended Conflict of Interest Code and Appendix for the City of Yorba Linda. 
  • Approved an appropriation of $541,533.39 from the unappropriated reserves of the Library Fund and approved a proportional revenue share payment in an amount of $541,533.39 to the Orange County Transportation Authority (OCTA) for the proceeds from the remnant parcel sale of the property at 18231 Imperial Highway. 
  • Awarded a professional services agreement to NCM Engineering Corporation in the amount of $95,230.84 for city-wide structural bridge inspection services and authorized the City Manager to approve and execute contract amendments and increases in an aggregate amount equal to 15% of the contract value ($14,284) for contingencies, for a potential contract amount not-to-exceed $109,514.84. 
  • Canceled the Street Lighting and Landscape Maintenance Assessment District (LMAD) special assessment fees from assessment year 2016 for APN 343-561-27, and directed staff to provide written authorization to the Office of the Treasurer-Tax Collector to remove the specified charges. 
  • Approved the final list of budget carryovers for fiscal year 2021/2022. 
  • Approved Amendment No. 1 to the September 24, 2021, Agreement with Ninyo & Moore extending services through December 30, 2022 and approved Change Order No. 2 for geological and materials testing services with Ninyo & Moore in the amount of $35,000. 
  • Awarded the contract for the Playground Safety Surfacing Renovation Project to SpectraTurf of Corona, CA and rejected all other bids. The City Council also authorized the Mayor to sign and City Clerk to attest said agreement. 
     
    The meeting adjourned at 7:37 p.m. to the next regular meeting of the City Council/Successor Agency to the Yorba Linda Redevelopment Agency joint meeting on October 4, 2022 at 6:30 p.m.
