City Council Meeting Recap

City Council Recap

The following is a recap from the City Council meeting on Tuesday, November 17, 2020. The Yorba Linda City Council:

  • Received an introduction of a new staff member, Nate Noriega, a Parks Maintenance Worker.
  • Recognized Mary Lyn Baker as the Small Business Week 2020 Woman Owned Small Business of the Year.
  • Recognized the 50th Anniversary of the Yorba Linda Country Riders.
  • Recognized local nurses during a presentation on the International Year of the Nurse.
  • Received an update on Law Enforcement Services by Chief of Police Services, Lt. Cory Martino.
  • Adopted Resolution No. 2020-5725 approving the Measure M2 Expenditure Report for FY 19-20 and authorizing it for submission to the Orange County Transportation Authority.
  • Upheld the Local Emergency Proclamation made by the Director of Emergency Services on March 16, 2020 and determined that the need for the Local Emergency Proclamation is continuing.
  • Upheld the Local Emergency Proclamation made by the Director of Emergency Services on October 27, 2020 and determined that the need for the Local Emergency Proclamation is continuing.
  • Conducted a Public Hearing upon the proposed assessments, and considered all objections and protests, whether written or oral, if any; and directed staff to tabulate the Proposition 218 Ballots for Local Landscaping Zone L-2G. 
    • The vote resulted in a Majority Protest
  • As a majority protest existed on the vote to increase assessments in Zone L-2G, Council proceeded with declaring the complete or partial vacation of nineteen (19) landscape easements by approving the recommendations as follows:
    • Adopted Resolution No. 2020-5686, declaring the designated landscape easements in Tracts 9813 as unnecessary for present or prospective public use and vacating the same pursuant to California Streets & Highways Code Section 8300 et seq;
    • Adopted Resolution No. 2020-5687, declaring the designated landscape easements in Tracts 10731 as unnecessary for present or prospective public use and vacating the same pursuant to California Streets & Highways Code Section 8300 et seq;
    • Adopted Resolution No. 2020-5688, declaring the designated landscape easements in Tracts 11455 as unnecessary for present or prospective public use and vacating the same pursuant to California Streets & Highways Code Section 8300 et seq;
    • Adopted Resolution No. 2020-5689, declaring the designated landscape easements in Tracts 11485 as unnecessary for present or prospective public use and vacating the same pursuant to California Streets & Highways Code Section 8300 et seq;
    • Directed staff to remove the existing irrigation lines, or obtain release agreements from property owners who wish to keep any of the existing on-grade irrigation infrastructure, within the proposed vacation areas;
    • Directed staff to continue to irrigate and maintain the designated areas until the final recordation of the landscape easement vacation documents are processed; and
    • Directed the City Clerk to cause a certified copy of the proposed resolutions to be recorded in the Office of the Clerk-Recorder, County of Orange upon completion of any removal of irrigation equipment undertaken by the City.
  • Conducted a public hearing and adopted Resolution No. 2020-5724, declaring a private property located at 16902 Saga Drive in the City of Yorba Linda a public nuisance.
  • Approved a Resolution expressing support for actions to further strengthen local democracy, authority, and control as related to local zoning and housing issues.
  • Approved a proclamation supporting Small Business Saturday in Yorba Linda.

The meeting adjourned at 8:29 p.m. to the next City Council meeting on December 1, 2020 at 6:30 p.m.
