The State Department of Housing and Community Development (HCD) recently announced that it intends to require that southern California cities plan to build an additional 1.34 million housing units by 2029 (see letter from HCD). The Southern California Association of Governments (SCAG) is responsible for establishing a methodology for determining what share of those 1.34 million units will be assigned to each individual jurisdiction.
