Online permit process

OnLine Permitting and plan check 

The Building Department is accepting online permit submittals for the below projects only:

  • Air Conditioning and Heating Units;
  • *Electrical Service Panel Upgrades;
  • *Electrical Vehicle Charging Stations;
  • Re-Piping, this includes all gas, water, drain, waste, and vent piping;
  • Re-Roofs with like for like roofing and no engineering calculations for increased roof loading. Some projects may require extra code upgrades if within high fire/fuel modification zones. To verify if your project is in one of these zones, please contact the Building Department at 714-961-7120;
  • *Roof Mounted Photovoltaic Systems; and
  • Water Heaters

*These projects may require a plan review, and shall adhere to the following Electronic Plan Review Document Preparation Requirements at the time of submittal, or the submittal may be returned for revisions.

Processing times

Due to our current workload and review times, initial electronic applications may take up to ten (10) City observed working days to process. Additional wait times may be added for incomplete applications, the accuracy of information provided on plans, outer departmental approvals, and incorrect payment processing. Please note, the inefficiencies may be discovered on the 10th working day during processing.

Once an application is approved for permit processing, the Building Permit Technician will send an email to the applicant detailing the permit cost and the necessary forms to be completed. The applicant must have the ability to print, sign and scan the documents. No phone photos will be accepted due to clarity issues. If the scanned items are not clear, or correct, the items will be sent back to the applicant for reprocessing. Once the forms are completed and sent back, and correct payment is processed, the permit will be issued. 

If an application requires a plan review, the Building Permit Technician will process the application, review the plans for completeness, and then route to a Plan Check Engineer for review. There is a fifteen (15) working day review period. This also applies to resubmittals. If plans are deemed incomplete, they will be sent back for revisions. Please note, inefficiencies may be discovered on the 15th working day.

Once a plan check is approved, the Building Permit Technician will send an email to the applicant detailing the permit cost and the necessary forms to be completed. Once the correct payment is processed and the required forms are completed and returned to the City, the approved plans are emailed back to the applicant with an issued permit.

Inspections

Once a permit has been issued, inspections can be scheduled by calling the Building Inspection Hotline at 714-854-7411 or use the Online Building Inspection Request tool. If you are unable to schedule an inspection using the hotline or web scheduling tool, please contact the Building Division at 714-961-7120.

Payments

Prior to permit issuance, the Building Permit Technician will send an email detailing the cost of the permit and a link to the online payment portal. Payment must be received before a permit will be issued.

Online submittals must be paid by credit card. Staff will send payment instructions via email with a link to the City’s Payment Portal. Please insert your assigned permit or plan check number as the Reference Number in the appropriate field. Once completed, please forward your payment confirmation to your Building Permit Technician.

Please note: the payment portal does not accept American Express credit cards.
