Requests for bids / proposals /qualifications
When the City of Yorba Linda Public Works Department has open Requests for Proposals (RFPs), Requests for Bids (RFBs), or Requests for Qualifications (RFQs), they will be on the Bid Postings page.
Pre-Qualified Bidder's List
Interested contractors are invited to complete a Contractor's Pre-Qualification Application to be placed on the City of Yorba Linda’s qualified contractor's list. This list is designed so contractors can receive a "Notice Inviting Bids" for informal projects under $175,000 in their work category. Only qualified contractors will be notified. Incomplete forms will not be added to the Bidder’s List.

Quest Construction Data Network (CDN)
The City utilizes an electronic service provided by Quest Construction Data Network (CDN) to advertise project plans and specifications and to track plan holders. Via this website link, potential bidders can preview current projects at no charge or download project plans and specifications for a small fee. This website is a supplement to the City’s advertising process and will not displace the procedures in place for publication of the projects.

Disclaimer
Plans and specifications can still be purchased at the City which will allow the prospective bidder to be entered onto a plan holder’s list. However, the use of this website link is highly encouraged for any prospective bidder who desires to obtain plans and to be listed on the electronic plan holder’s list.
Obtaining plans through this website automatically enters the bidder onto an electronic plan holder’s list which will streamline distribution of addendums on behalf of the City. The benefit to the potential bidder is the ability to view a dynamic plan holder list while also gaining some cost savings as the plans can be downloaded for less than the cost of the full-size hard copy.
How to Register
In order to purchase and download project plans and specifications, bidders will need to register with the provider of this service, Quest Construction Data Network. Instructions on how to register with Quest can be found by accessing the link above and clicking on “My Quest Account". Please be advised, only bidders who have registered and downloaded project plans, will be added to the electronic planholder's list. As long as the potential bidder is listed on a plan holder list (whether electronic or otherwise), they will receive the same benefit in terms of addendums and other information related to that specific project.
