Given the health risks associated with COVID-19 and Executive Orders by the Governor, in-person public participation will not be allowed during the time covered by these orders. You may submit comments on any agenda item or on any item not on the agenda in writing via email to the Administrative Secretary at firstname.lastname@example.org by 5 p.m. on the day of any Planning Commission meeting. An audio recording of Planning Commission meetings will be available the next day.

Members of the Planning Commission are appointed by the City Council for a four-year term. A member may serve up to three four-year terms.
California Government Code Section 65100 requires every city to establish local responsibilities for implementing state and local land use and zoning regulations. Chapter 2.28 of the Yorba Linda Municipal Code established the Yorba Linda Planning Commission, which consists of five residents from both the private and public sectors of the community, each of whom brings an expertise to the commission, whether it be in urban planning, architectural or landscape design, citizen concerns, business needs, or engineering feasibility.
- Review various requests and proposals, including site plan and subdivision map approvals and rezoning and annexation requests.
- Ensure that any new building, signage, right-of-way, or other proposal serves the best interest of the community at large and the zoning district in which it will be built.
- Ensure that all citizens’ health, safety, and rights are considered in any proposal or dispute.
- Provide recommendations for any modifications and updates to the City’s General Plan and Zoning Code.

APPEALS TO THE PLANNING COMMISSION
Pursuant to Section 18.36.810 of the Yorba Linda Municipal Code, any determination, interpretation, decision, or similar action taken by the Community Development Director pursuant to the provisions of the title may be appealed to the Planning Commission within fifteen (15) days of the date the written determination, interpretation, decision or similar action is delivered or mailed to the person requesting such determination, interpretation, decision or similar action. When a timely appeal is filed, the appeal shall be considered by the Planning Commission at the next available meeting. The Planning Commission may affirm or reverse, wholly or partially, or may modify the determination, interpretation, decision, conditions of approval or similar action taken by the Community Development Director. The decision of the Planning Commission shall be rendered in writing and shall be final unless timely appealed to the City Council pursuant to Section 18.36.820.
Pursuant to Section 18.36.830 of the Yorba Linda Municipal Code, an appeal to the Planning Commission pursuant to Section 18.36.810 shall be filed with the Community Development Department on forms provided by the Community Development Director together with an appeal fee established by resolution of the City Council.
APPEALS TO CITY COUNCIL
Pursuant to Section 18.36.810 of the Yorba Linda Municipal Code, any decision of the Planning Commission may be appealed to the City Council within fifteen (15) days of the Planning Commission’s decision by any person aggrieved by such decision or by any member of the City Council. When a timely appeal is filed, the appeal shall be considered by the City Council at the next available meeting as a public hearing item. Notice of the public hearing shall be given pursuant to Section 18.36.700(C). The City Council may affirm or reverse, wholly or partially, or may modify the decision, conditions of approval or determination made by the Planning Commission. The decision of the City Council shall be in writing and shall be final. An appeal to the City Council pursuant to Section 18.36.820 shall be filed with the City Clerk on forms provided by the City Clerk together with an appeal fee established by resolution of the City Council.
