Overview

The Yorba Linda City Council created the Finance Committee on November 20, 1967, shortly after the incorporation of the City, which is comprised of two City Council Members. The duties of the Committee initially consisted of reviewing the City’s check register before checks were released for payment, as codified in Chapter 3.12 of the Yorba Linda Municipal Code. On September 20, 2016, the City Council removed this requirement to allow for a modernization of the City’s payment practices to include weekly check runs and electronic methods of payment. The check register is now presented to the Finance Committee quarterly for review, along with additional useful analysis of payment trends.

Other Responsibilities

Over the years, additional financial matters have been brought to the Finance Committee for discussion prior to discussion by the full City Council. This provides an opportunity for City staff to obtain valuable feedback regarding complex financial issues, which ultimately results in the presentation of an improved final product to the City Council. On February 21, 2017, the City Council approved a number of enhancements to the role of the Finance Committee, which broadened their responsibilities for oversight of the City’s financial management practices. 

The Finance Committee now serves as the City’s Audit Committee, with responsibility for reviewing the City’s annual financial reports and meeting with the City’s external auditors to discuss the external audit. Additionally, they are tasked with directing a program of special audits that look at specific areas of the City’s finances in more detail, which are designed to identify opportunities for the City to improve financial management practices and save money. The Committee also oversees the City’s fraud reporting mechanisms.
